APP Clarifies Updated Referendum Question: Aligning Precisely with the Clarity Act for a Stronger Path to Independence

Clarification on Our Updated Referendum Question Submission

Dear Fellow Albertans,

The Alberta Prosperity Project (APP) is committed to pursuing a clear, constitutional path to Alberta independence—one that puts the power directly in the hands of Albertans through a citizen-initiated referendum. We stand for Faith, Family, Freedom, and we believe in empowering our province to secure a prosperous future free from Ottawa’s overreach.

Recently, following the Royal Assent of Bill 14 on December 11, 2025, which removed unnecessary barriers to citizen-led initiatives, APP resubmitted a slightly refined referendum question to the Minister of Justice:

“Do you agree that the Province of Alberta should cease to be part of Canada to become an independent state?”

This is a minor adjustment from our previous wording (“Do you agree that the Province of Alberta shall become a sovereign country and cease to be a province in Canada?”). The update aligns even more precisely with the language of Canada’s federal Clarity Act (S.C. 2000, c. 26), ensuring the question is crystal clear and meets the highest standards for triggering meaningful negotiations under the law.

As Dr. Dennis Modry, APP Co-Founder and Board Member, explained:
“The question posed is right out of the Clarity Act, which is the constitutional pathway for a province to leave Canada.”

Specifically, section 1(3) of the Clarity Act states that the House of Commons must consider “whether the question would result in a clear expression of the will of the population of a province on whether the province should cease to be part of Canada and become an independent state.”

By using this exact phrasing, we eliminate any ambiguity and strengthen our position. A “yes” vote would send an unmistakable message, compelling Ottawa to respect Albertans’ democratic will and enter negotiations—without loopholes or excuses.

We understand some supporters have concerns about the term “state,” but this wording is not only legally precise—it is required for the federal government to recognize the referendum result as valid under the Clarity Act. Avoiding it could allow opponents to dismiss our efforts as unclear or non-binding.

This is not about fear; it’s about winning. We are building momentum for a fair, prosperous, independent Alberta that protects our families, faith, and freedoms.
