Who would be the leader of the APP?

This question assumes that APP is a “political party”, which it is not.  The APP is an educational project governed by the Alberta Prosperity Society.  There is no prima facie leader of the APP, but there a management team which is featured on the website https://albertaprosperityproject.com/about-us/.
